General invitation for the manifestation of interest for the prequalification of firms, technical consulting firms and enterprises for the realization of a triennal emergency plan 2012-2017 for the acceleration of growth in cameroon and the amelioration of the standards of living of the population
1. CONTEXT
Following the triennial emergency plan for 2015-2017 to accelerate growth in Cameroon and to ameliorate the standards of living of the determined population by the President of the Republic, the Minister Delegate at the Presidency of the Republic in charge of Public Contracts, hereby launches on behalf of the President of the Supervisory committee of the follow-up committee in charge of putting in place the emergency plan, a General Invitation for the Manifestation of Interest to the notice of National or International Firms, Enterprises and Consulting Firms wishing to take part in the Restricted Consultation for the realization of services which consist of studies, assistance in the control of projects, controlling projects, works and supplies in the area of the different projects within the plan.
2. SUBJECT
This present tender has as subject the prequalification of Firms, Enterprises and Consulting Firms both National and International as regards the participation in the invitation to tender connected to the services as described below :
COMPONENT I : URBAN DEVELOPMENT AND HOUSING
I.1. Rehabilitation of secondary roads and public lighting in the towns of Yaounde and Douala ;
I.2. Construction of 100 social apartments in the ten chief areas in the region.
COMPONENT II : HEALTH
II.1. Construction and equipment of reference hospitals in chief areas of the region which have not been gifted general hospitals (Bafoussam, Bamenda, Bertoua, Buea, Ebolowa, Garoua, Ngaoundere and Maroua) ;
II.2. Rehabilitation and to uplift the technical level of the general hospitals in Yaounde and Douala so as the University Teaching Hospital of Yaounde.
COMPONENT III : AGRICULTURE AND BREEDING
III.1. Construction of a slaughterhouse of 250 heads per day and a refrigerated warehouse of 1400m3 at Ngoundere ;
III.2. Construction of a warehouse of 600m3 in Yaounde ;
III.3. Construction of a warehouse of 1400m3 in Ebolowa ;
III.4. Construction of a warehouse of 3000m3 in Kribi ;
III.5. Acquisition of 9 vehicles and refrigerated trucks ;
III.6. Special program for the distribution of seeds, fertilizer and agricultural, pastoral and halieutic equipment in function to the agro-ecological zone ;
III.7. Construction of large markets with fresh supplies in foodstuffs in the ten chief areas in the region in order to facilitate the movement of foodstuffs to urban centres ;
III.8. Production and transformation of bovine meat ;
III.9. Production of maize;
III.10. The creation of 120 000 hectres of hydro agriculture.
COMPONENT IV : ROAD INFRASTRUCTURES
IV.1. Construction in every region two main highway susceptible to open up zones of production;
IV.2. Repairing and enlarging rural roads.
COMPONENT V : ENERGY
V.1. Reinforcement and stabilization of electrical transportation lines to ensure supplies of electrical energy in big towns (Edea-Yaounde: line 400KV and the locking up post source from Yaounde. Edea-Douala: line Edea-Logbessou-Bekoko of 225KV and the locking up post source from Douala ;
V.2. Construction and use of the hydroelectricity dam in Bini at Warak, 75MW.
COMPONENT VI: WATER
VI.1. Construction of a water adduction in 30 secondary towns ;
VI.2. Construction of 100 wells and bore holes in each region ;
VI.3. realization of 3000 bore holes in the regions of Adamawa, Extreme North and North ;
VI.4. Construction of and development of projects to reserve water, regulation, harnessing and the canalization in the regions of Adamawa, Extreme North and North.
3. CRITERIA FOR PREQUALIFICATION
Interested firms will manifest their choice, either as an enterprise or as a sub-contractor or co-contractor of a project linked to one or more components of the plan.
The criteria for prequalification of candidates are as follows :
a) Must have executed with success , within the last five (05) years (2010-2014), at least two (02) contracts of similar services as that of the project chosen, with each having an amount (TTC) at least equal to:
• 500 000 000 FCFA for works ;
• 100 000 000 FCFA for supplies ;
• 50 000 000 FCFA for the controlling of projects or assistance in the control of projects.
b) Has not beeen excluded from the domain of public contracts within the last five (05) years (2010-2014) ;
c) Has not abandoned a construction site within the last five (05) years (2010-2014).
Within the framework of this present tender, co-contracting and subcontracting are reserved only to Cameroonian firms.
4. DOCUMENTS FOR CANDIDATURE
Interested firms must produce the following documents:
a) A letter of manifestation of interest in conformity with the model attached, providing the following:
– Social reason and address of the firm;
– Projects applied for in the framework of this present invitation to tender;
– A declaration that the firm will not fall in the trap of abandoning a construction site ;
– Preferred quality (Entrepreneur, sub-contractor or Co-contractor).
b) A copy of trade register ;
c) An attestation of non-exclusion from the execution of public contracts within the last five (05) years (2010-2014) issued by the Public Contract Regulatory Agency ;
d) Justifications of contracts executed in the past ;
– 1st and last page of each contract ;
– A procès verbal issued by the project owner attesting proper execution of any past contract.
5. SUBMISSION OF DOCUMENTS
Interested firms must deposit their files, written in French or English and enclosed in an envelope, latest the 27 February at 3 PM, at the following address ;

6. COMPLEMENTARY INFORMATION
After the present manifestation of interest, the contract will be launched by way of a restricted Invitation to tender by the Minister Delegate at the Presidency of the Republic in charge of Public Contracts, in conformity with the rules guiding Public Contracts. The different invitations to tender will carry the results of the present prequalification.
