IBRAHIM TALBA MALLA
From Chief Executive Officer to Minister
Appointed by presidential decree on 4 January 2019, he now serves as
the second Deputy Minister since the creation of this ministerial department in 2011.
Under Decree No. 2019/002 of 4 January 2019, on
the reorganisation of the government, the President of the Republic appointed Ibrahim TALBA MALLA as Deputy Minister to the Presidency of the Republic in charge of Public Procurement. The senior civil servant who is taking the reins of MINMAP has had a long and distinguished career. Judging by his academic, professional and political background, it would appear that Ibrahim TALBA MALLA was destined for high office. After
after attending Mazenod College in Ngaoundéré, he enrolled at
the University of Yaoundé and the National School of Administration and Magistracy (ENAM).
This Chief Tax Inspector, who also holds a
diploma from the Higher Institute of Public Management (ISMP), has climbed all the rungs of the administrative ladder. He has held several positions of responsibility in the Ministry of Finance, was appointed Director General of the Hydrocarbon Price Stabilisation Fund (CSPH) in 1998 and Director General of the National Refining Company (SONARA) in February 2013. He is therefore an experienced leader who inherits the Public Procurement portfolio.
Appointed on 7 January 2019 by the Prime Minister, Head of
Government, who is required to demonstrate integrity, loyalty and professionalism, Ibrahim TALBA MALLA immediately took on the role of a firefighter, putting all his experience at the service of the ‘MINMAP house’ to improve the figures for public procurement lead times. For him, public procurement is linked to investment and public debt to boost growth, jobs, decentralisation and local development.
This is the man who is committed to ensuring the quality of public spending in the public procurement sector and making sure that all stakeholders play their role effectively in order to increase investment in our country and improve the living conditions of the population.
At 65 years of age, this native of Mora, in the Mayo-Sava department of the Far North region, whom many observers, in view of his track record, say is the right man for the job, also has a rich political background. He joined the Cameroon People's Democratic Movement (RDPC) when it was founded in 1985, and in 1987, Ibrahim TALBA was appointed RDPC representative in Mayo-Sava during the renewal of the grassroots organisations' offices.
In 1988, he was appointed special advisor for the renewal of municipal councillors in the municipality of Mora. In 1996, Minister TALBA was appointed a full member of the Central Committee of the RDPC. Since then, he has risen through the ranks: president of the departmental commission for the coordination of the presidential campaign for Mayo-Sava; regional coordinator for the Far North and East for the renewal of the offices of the grassroots organisations... In another role, he has been president of the cultural activities promotion and coordination unit since 1993. With such a political track record and the confidence of the party's national president, he is the new organisational secretary of the CPDM Central Committee.
The new master of ceremonies, an irreproachable manager whose integrity commands the admiration of the Head of State, and whose goal is to bring a new dynamic to the Ministry of Public Procurement, has but one ambition: to put into practice the Head of State's key directives for the Government.
